Conversion to daylight saving time gas day 30 October 2021

On gas day 30 October 2021 there will be a switch from summer time to winter time. This means that this gas day will have 25 hours. To avoid any problems please be aware of the following: BBL expects nominations according to the EDIGAS protocol. This means that a nomination for this gas day (October 30th) consists of 25 hours in which, translated to UTC, the nomination for that day begins at 04:00 UTC (6.00 LET) and ends at 05:00 UTC (also 6.00 LET). When using ENOM with appropriate settings, this feature is facilitated when nominating for this gas day. When not using ENOM, please make sure that EDIGAS messages will have this timeframe.   Whenever possible, avoid sending in nominations in the period between 01:00 LET and 04:00 LET. Due to possible technical limitations, incoming nominations may be handled different from the normal process and therefore may introduce extra risks.   We expect a nomination of 25 hours. Normally the daily amount will increase with the same factor, so 25/24 part will be delivered, hourly quantities will stay the same. But this last part depends on the delivery agreement between shippers. When the agreement shows that the daily amount must stay the same, the hourly quantities need to be decreased. Shipper has to take care of this issue himself.

Upcoming quarterly PRISMA auction & update conditional firm

Conditional Firm Reverse Flow implementation On 1 October 2021 BBLC communicated to the market that Ofgem has approved the amended GT&C and Charging Methodology which has been consulted with the market earlier in 2021. These amended GT&C contains an introduction of the Conditional Reverse Flow Firm product, where reverse flow technical capacity is offered as conditional firm in the period October through March. To be able to offer conditional firm reverse flow capacity BBLC needs to implement several adjustments to its IT systems. These adjustments are aimed to be finalized by February 2022. Until then, the existing unconditional Reverse Flow Firm product remains available. BBLC will inform the market the eventual final implementation date by then.

Pre-announcement Incremental capacity process

In accordance with the European regulation NC CAM (EU) 2017/459 interested parties may submit non-binding demand indications for interconnection points for a window period of 8 weeks, starting from the day that the annual yearly auction opens. Therefore BBLC will publish on July 5th to all interested parties an demand indication document in order to facilitate the submission of market demand indication requirements for incremental capacity at IP Bacton. On 5 November 2020 BBL Company informed the market about the yearly 15-day period within which the planned maintenance would take place in September 2021. BBLC capacity tariffs for the gas year 2021/2022

BBLC has recently published the tariffs for forward flow and reverse flow capacity (FF/RF) for the gas year 2021/2022 on its website. All tariffs are based on NC TAR and our current charging methodology. All published tariffs are maximum tariffs. BBLC may reduce the actual multipliers from the published starting multipliers. The actual multipliers are published on the BBLC website. Published capacity tariffs (forward and reverse flow tariffs) do not include BBLC commodity charges. BBLC’s current commodity charge is € 0.130/MWh as published on our website. This commodity charge can be adjusted. If this would be the case, BBLC will publish the adjustment before the end of the calendar year on its website.

Due to possible technical limitations, incoming nominations may be handled specially and different from the normal process and thus may introduce extra risks.   We expect a nomination of 23 hours. Normally the daily amount will decrease with the same factor, so 23/24 part will be delivered, hourly quantities will stay the same. This last part depends on the delivery agreement between shippers. Take your hourly quantities into account with regard to the daily amount to be delivered.

BBL Company consultation on its General Terms and Conditions and Charging Methodology 2021

A consultation has opened on changes BBLC is proposing to make to its GT&C and Charging Methodology and BBL Company seeks your views on these proposed modifications. The proposed modifications will enable BBLC to introduce new products which will result in more efficient use of the pipeline as well as enabling BBLC to respond to changing market circumstances. In addition BBL Company wishes to align its credit control protocol and adopt the  changed criteria applicable for shippers operating in the TTF market area, which will aid transparency and clarify what is allowed with regards to credit collaterals. Lastly a couple of changes are proposed for clarification purposes. Please refer to the consultations page of BBLC’s website for additional background to these proposals as well as to the consultation process.
